TITLE:                         Ag/Range Leasing Technician

                                     

LOCATION:               Tribal Lands Department

                                                Pablo, MT.

 

SALARY:                   $14.06 to $16.33 per hour

SPECIAL CONDITIONS:

This is not a Testing Designated Position (TDP) within the definition of the CSKT Drug Testing policy.  The successful applicant, if not already employed by the Tribes must pass a pre-hire drug test and serve a mandatory six (6) month probationary period.

 

The AG/Range Leasing Technician major duties and responsibilities include, but are not limited to the following which the employee will be trained on over a period of 2 years:

  • Manages all agriculture and range contracts;
  • Prepares all lease and permit renewals, notices, assignments, modifications and cancellations;
  • Prepares presentations to the Tribal Council concerning all leasing and permitting activities including contract approvals; advertisements; negotiated contracts; contract cancellations, modifications or assignments;
  • Coordinates materials and information for interdisciplinary team review of leases and permits, and insures land descriptions mapping requirements, etc. are complete for bid advertisements;
  • Advises prospective lessees and lessors of procedural and regulatory requirements;
  • Prepares and executes bid advertisements for agriculture and range leases and permits according to established procedures;
  • Prepares and distributes leases and permits on Tribal and allotted land in accordance with established procedures;
  • Completes contracts and case disposition by securing signatures, assuring rental and bond payments are collected and deposited, preparing schedules for distribution of payments, requesting document recordation if needed, requesting update on land records and plats, and requesting appraisals, TSR’s, etc.,
  • Maintains case files and disposes of expired files as prescribed by Federal law and other applicable policies;
  • Prepares the necessary correspondence to accomplish duties;
  • Assists in maintenance of automated billing and receipting for lease contracts and permits, including state leases and operation and maintenance charges, etc.,
  • Coordinates lease and permit compliance matters with compliance staff including correspondence regarding enforcement and cancellation actions;
  • Utilizes computer data base and computer software applications to accomplish outlined duties;
  • Provides a weekly report of outcomes to supervisor and Tribal Lands Department head.  Weekly report includes incumbent activities and activities and accomplishments of assigned lease compliance technician.
  • Works collaboratively in support of Tribal Council directives within assigned functional area. 
  • Works as part of departmental team using expertise to accomplish Council and Department head priorities and goals;
  • Offers payroll deductions for delinquent accounts, if this is a tool for collections;
  • Tracks delinquent accounts and takes collection action, if necessary;
  • Identifies land locked tracts and idle lands and maintains accurate updated list for ag and range leasing program to ensure Tribal Lands are fully utilized;
  • Ensures that annual lease compliance inspections are performed on all leases;

 

  • Works on formulas and strategies as directed to begin to recover fair market value (FMV) for ag and range lands, working through local committee and the Tribal Council;  leases with equipment will be bid out at a higher level; works to establish minimum bid increases over time
  • Works to standardize ag and range lease provisions (contract boiler plate) and periodic increases in lease rates;
  • Consults with supervisor and Department head on matters of public sensitivity and high profile issues;
  • Is required to sign annual confidentiality statement and conflict of interest statements;
  • May be required to travel to participate in training relevant to ag and range leasing and program management;
  • Is required to complete 90-100 ag leases per annum on a 5-year rotation, and incumbent coordinates range units with Range Unit Field Coordinator preparing 39 range units on a 5 year rotation

 

MINIMUM RECRUITING QUALIFICATIONS (AS REFLECTED ON TRIBAL EMPLOYMENT APPLICATION):

 

·         Must possess a high school diploma or equivalent. 

·         Experience in increasingly responsible work in some land-related field is preferred.

·         Basic knowledge of filing and computer systems and computer software applications.

·         Ability to establish and maintain effective working relationships with other employees, other agencies, and the general public; ability to read, understand and apply formal documents such as contracts, deeds, bonds, court orders; ability to work out of doors and alone as required.

·         Some degree of skill in using computers, good skill in written and oral communication and data base management.

·         This position is an entry level training position that depending on the qualities of the individual can take up to two (2) years to work to the AG/RU Specialist position. 

·         Possession of, or eligibility for, a valid Montana Motor Vehicle Operator’s license.  Federal Background check for access to the BIA TAAMS (Trust Asset Accounting Management System) and required training in TAAMS system.

4.   Proof of enrollment from a federally recognized Tribe if other than CSKT.
