This is a Testing Designated Position (TDP) within the definition of the CSKT Drug Testing policy. The successful applicant, if not already employed by the Tribes must pass a pre-hire drug test and serve a mandatory six month probationary period.


  • At the direction of the CPS/FC Program Manager and Division Manager, incumbent will mail initial contact form letters to parents who are named in CPS referrals directing them to make contact with TSSD and their assigned worker and identifying their assigned social worker's name and contact information.
  • Investigate all referrals of child abuse/neglect using procedures and time lines as detailed in the Tribal Code, Social Services manual, and Social services policies and procedures including written instructions. Follows protocols for immediate investigation in the event of injury, life and limb, and as requested by the CPS/FC Program Manager, Division Manager and Department Head.
  • Dependent upon the results of the CPS investigation, the worker may be required to develop a documented Intervention plan with the parent to improve the situation in the home and to provide reasonable efforts, prior to removal or other action by Tribal Social Services Department.
  • Thus, the worker may be investigating CPS issues and monitoring intervention agreements at the same time. The Department will do its best to spread the work considering case load assignments at any time.
  • Works directly with Indian families in helping them prevent and stop both child and adult maltreatment and learn new ways of relating to and being responsible for their actions and their resources. Works closely with the support of other Social Service professionals to recommend, establish and coordinate intervention support for a family/adult. Must review all Treatment Plans with the CPS/FC Program Manager
  • Studies and analyzes information about the family or individual, the problems, available services and treatment strategies. All investigations have written reports and status reports written within 48 hours or as the social service manual dictates. All actions are entered into the CAPS system, as required.
  • Receives case assignments via a Central Intake system (Cl) used by child investigators state wide. Cases coming in are reviewed by CPS Program Manager, and then assigned to the worker. The computer case is assigned per case "C" number and then tracked by the computer. Closed cases are required to be submitted to the CPS/FC Program Manager for review as part of the closure process (internal administrative review).
  • Testifies in Court Hearings regarding abuse and neglect investigations and advocates on behalf of children and families for necessary services. Prepares court reports as requested (2 weeks in advance of the scheduled hearing) using direct proactive language. Meets all required court deadlines in an effective and professional manner. All actions taken by the court are promptly entered into the CAPS system facilitating timely reporting and necessary reimbursements.
  • Functions as a resource for the court staff to aid in fact finding endeavors and rehabilitative service recommendations. Responsible for actual preparation of court reports upon which emergency and disposition of order are based.
  • Incumbent serves as a Child Protection Services (CPS)/Foster Care (FC) Social Worker and is responsible for the placement and maintenance of children in foster care homes and/or institution care, whichever is determined the most compatible and in the best interest of each particular child/sibling group being placed in care. The incumbent will develop permanency plans proceeding into long term plans. This incumbent will work with guardianship placements in efforts to stabilize guardianship placements when issues arise that jeopardize thus placement.
  • Ensures completeness of assigned foster care children's files. Obtains documentation from various tribal offices when needed. Sends out request for information and release of information forms to various agencies and schools as well as obtains information as needed and requested by Social Workers. Works cooperatively with various tribal, county, and state agencies/programs as necessary and assigned.
  • Position requires much flexibility in work schedule. Schedule depends on the required needs of the client cases; at times may require evenings and/or week-end transportation due to emergency treatment needs of foster care children, visitation schedule to foster parent homes and/or other supportive services requested by social workers.
  • Position requires knowledge of Family Services and of the Human Services agencies. The transportation of clients in and out-of-state as required by CPS and FC workers. Must be able to work with children at high risk ensuring their safety.
  • Reports to court must be submitted within the set timelines in the Tribal Children's code and protocol set by Tribal Court.
  • This incumbent will review Court Orders for completeness of IV-E language and timelines requirements. Collaborate with Court Improvement Program and Title IV-E Analyst Specialist to bring any court order compliance issues to the attention of the tribal prosecution Attorney.
  • This incumbent will complete documentation, assure necessary case files documentation and all required documents are in the file as required by IV-E regulations such as report to courts, court orders with required wording as mandated by IV-E funding regulations: (Shot records, medications prescribed, school records, social security card, parents income, birth certificate, eye and dental records, picture ID's, eye and dental records, foster care placement record and case notes), this involves both hard copy files and Doc Gen CAPS System.
  • Incumbent responsible to be knowledgeable of the State/Tribal IV-E Agreement/Contract and must adhere to guidelines/policies of the contract to maintain funding eligibility and quality services for youth in placement.
  • Completes all required paperwork to ensure appropriate funding requirements are met including assisting all families and individuals in securing and maintaining Medicaid eligibility, food stamps and for commodity eligibilities, addictions treatment, etc.


  • Requires Bachelor's degree in Social Work and/or Psychology, or currently attending college working towards obtaining BSW or BA in Psychology, with a minimum of (5-8 months actual work experience in the Child Welfare Service field).
  • Must have strong computer skills, scanner, FAX, copying, image processing and other general office equipment.
  • Type neat, professional reports, letters and must be able to use various test based computer programs including MS Word, MS PowerPoint, MS Publisher, MS Excel, Adobe Acrobat and other PDF documents for storage and transfer of information.
  • Must pass a background investigation if hired. Must have never been convicted of or plead guilty to a felony crime of domestic violence, child abuse, elder abuse, sexual offense or a crime of violence.
  • Must not have any involvement with any child or social service protection agency as a client, no alcohol or drug abuse or domestic violence charges within the past five (5) years.
  • Must not have resigned to avoid disciplinary actions or have dismissed from employment within the past three (3) years.
  • Must possess a valid Montana Driver's license.
  • Position is required to sign a confidentiality agreement at least on an annual basis and to observe and uphold professional levels of communication protocols
  • Will participate in on-call duties on a rotating schedule.
  • Will maintain and participate in other duties as assigned.
  • This position is a mandatory reporter.
  • This position is a testing designated position (TDP).
