TITLE:                            Safety of Dams/Roads Program Manager

                                      (May be hired by contract)

 

LOCATION:                    Natural Resources Department – Ronan, MT.

 

SALARY:                        Exempt Position-Salary Negotiable

SPECIAL CONDITIONS:

This is not a Testing Designated Position (TDP) within the definition of the CSKT Drug Testing policy. The successful applicant, if not already employed by the Tribes must pass a pre-hire drug test and serve a mandatory six (6) month probationary period.

The Tribal Safety of Dams Coordinator/Roads Program Manager is a professional, full-time position responsible for managing and coordinating the Tribal Safety of Dams Program, Roads Construction Program, and Roads Maintenance Programs.

DUTIES:

-          Coordinate with the Tribal Council, BIA, and other agencies the development, implementation, and updates of the Flathead SOD Action Plan.

-          Prepare and submit budget proposals, carry-over requests, and follow up to assure that FY program budges are included in the BIA SOD budget process.

-          Coordinate SOD activities with Tribal Programs, BIA, and other agencies, including the NEPA Process and all permit requirements.

-          Negotiate and prepare Work Orders with the BOR and other consultants necessary to implement SOD recommendations contained in SEED reports and work tasks delineated in the Action Plan.

-          Provide for review and oversight of all sub-contracted engineering projects by professional engineers.

-          Provide for review and oversight of all contracted construction projects.

-          Approve completed work products and authorize payment to sub-contractors in accordance with negotiated work orders and sub-contracts.

-          Maintain an up-to-date inventory of all dams, including a list of SOD concerns for each dam.

-          Ensure that all annual inspections of dams are conducted per SEED recommendations.

             ROADS CONSTRUCTION PROGRAM

-          Develop, implement, and update the Tribal Transportation Improvement (TTIP), and include the TTIP information into the BIA and FHWA TIP’S, and the State STIP.

-          Coordinate the Roads Construction Program activities through Tribal, BIA, FHWA, MDOT, and local officials to assure compliance with approved TIP’s.

-          Prepare and submit budget proposals, carry-over requests and follow up to assure that FY program budgets are included in and funded by the BIA and FHWA budget process.

-          Develop, implement and monitor project timelines that clearly define tasks, expected completion dates, responsibilities, and identify critical points that track all projects from conception to completion.

-          Complete proper land and design surveys, and acquisition of right-of-way.

-          Direct the NEPA process to assure compliance with the Act and other applicable regulations and requirements.

-          Prepare road construction plans, specifications, and construction contracts that meet FHWA and Tribal legal requirements.

-          Provide for review and oversight of all sub-contracted engineering projects by professional engineers.

-          Monitor contractor construction activities to ensure compliance with plans, specifications and contract requirements.

-          Approve completed work products and authorize payment to contractors in accordance with negotiated contracts.

-          Prepare progress reports and final Technical Report of Construction for all completed road construction projects.

            ROADS MAINTENANCE PROGRAM

-          Develop and maintain maintenance priorities consistent with Tribal priorities.

-          Prepare operating and capital budgets and submit budget information to the BIA in a timely manner.

-          Prepare road construction plans, specification, and construction contracts to conduct road maintenance activities.

-          Monitor contractor construction activities to ensure compliance with plans, specifications and contract requirements.

-          Approve completed work products and authorize payment to contractors in accordance with negotiated contracts.

-          Prepare Final Report of Road Maintenance for all completed road maintenance projects.

MINIMUM QUALIFICATIONS (AS REFLECTED ON THE TRIBAL EMPLOYMENT APPLICATION):

-          Must possess a minimum of a Bachelor of Science degree in Civil Engineering, or closely related field AND five (5) years of professional experience, most of which must be in the planning, design, construction, maintenance, as well as administrative experience of dams, roads, and appurtenant facilities.

-          Must be registered as a licensed professional engineer (or the ability to obtain such license within 6 months of hire).

-          Must possess or be eligible for a valid Montana Motor Vehicle Operators license. Also must wear Tribal Government identification and safety apparel when conducting field activities.

DESIRABLE QUALIFICATIONS:

  1. Copy of current valid driver’s license.
  2. Proof of enrollment in a federally recognized Tribe if other than CSKT.
  3. If claiming veteran’s preference, a copy of DD214 must be submitted.

FAILURE TO SUBMIT ALL OF THE ABOVE INFORMATION WILL RESULT IN IMMEDIATE DISQUALIFICATION DURING THE SCREENING PROCESS
