TITLE: Solid/Hazardous Waste Specialist I
LOCATION: Natural Resources Department
Division of Environmental Protection
SALARY: $20.50 to $23.85 per hour
CLOSING DATE: Thursday, June 28th, 2018 at 5:30 p.m.
This is not a Testing Designated Position (TDP) within the definition of the CSKT Drug Testing policy. The successful applicant, if not already employed by the Tribes must pass a pre-hire drug test and serve a mandatory six (6) month probationary period.
The Solid/Hazardous Waste Specialist I is a permanent, full-time professional position responsible for data gathering planning and directing the implementation of all aspects of the Solid and Hazardous Waste Program which include Solid Waste, Hazardous Waste, Open Dumps, Underground Storage Tanks (UST's), and Brownfields within the Environment Protection Division, Natural Resource Department.
Duties include, but are not limited to the following:
Administer all aspects of the Program in consultation with the Division Manager of Environmental Protection, which include Solid Waste, Hazardous Waste, Open Dumps, Underground Storage Tanks (UST’s), and Brownfields within the Environment Protection Division, Natural Resource Department.
Interact and coordinate the program with other relevant Tribal programs according to current Tribal goals and objectives with appropriate federal, state and local government agencies.
Primary contact with appropriate federal, state and local government agencies and the public for concerns or inquiries regarding Solid Waste, Hazardous Waste, Open Dumps, Underground Storage Tanks (UST’s) and Brownfields issues.
Investigate the potential for implementation for Tribal goals and Objectives for guided by provisions of the Resource Conservation and Recovery Act (RCRA) for hazardous waste management with appropriate Federal and Tribal laws and policies.
Investigate the potential for implementation for Tribal goals and objectives for responsibilities and regulatory options under federal solid waste management laws.
Secure and obtain the necessary training and technical assistance for the successful planning, development and recommendations for the managing include Solid Waste, Open Dumps, Underground Storage Tanks (USTs) and Brownfields on the Reservation; in relation to Federal Indian and Tribal Laws.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS (AS REFLECTED ON THE TRIBAL EMPLOYMENT APPLICATION):
Bachelor Degree in one of the following- civil or environment engineering, business, environment science, or natural resource related field.
Basic technical background in solid and/or hazardous waste management. Understanding of the legal and regulatory framework for solid and/or hazardous waste management. Basic knowledge of the Resource Conservation and Recovery Act (RCRA) and other appropriate Federal and Tribal laws and policies.
Skills in the routine collection and management of environmental data. Skills in the analysis and presentation of environmental information using professionally accepted techniques. Skills In the use of windows based computers and commonly utilized software such as Microsoft office suite. Skills In the use of GIS software, such as Arc View are desired. Skill In developing and administrating contract and grant proposals.
Ability to organize, plan, develop, and implement solid and/or hazardous waste Program procedures, write technical assessment reports, projects reports, administer, and manage related project files, ability to work effectively with other professionals within the Tribal organization and in other agencies; ability to work effectively with the regulated public; ability to work in stress or potential conflict situations and ability to communicate effectively orally and In writing.
Must possess a valid Montana Driver's license and be insurable under the Tribe's policy.
