LOCATION:                          Tribal Health Department – St. Ignatius

 

SALARY:                               $39.38 - $45.26 per hour plus benefits (May be employed under contract)

This is not a Testing Designated Position (TDP) within the definition of the CSKT Drug Testing policy. The successful applicant, if not already employed by the Tribes must pass a pre-hire drug test and serve a mandatory six (6) month probationary period. 

 

The Business Office Director, under the direction of the Department Head, develops and implements systems, policy practices and strategies related to business operations consistent with Department and Tribal goals and objectives and for the creation and maintenance of the THD Business model to ensure fiscal viability for the health care services provided by THD.  Additionally, this position is responsible for managing, development and implementation of new procedures to ensure compliance with regulatory requirements and improve efficiency, oversee business model implementation, and provide leadership and development to department staff as they relate to accounting, budgets, fixed asset reporting, cash management and reimbursement, patient registration, patient education on alternate resources and their utilization. The Business Office Director is responsible for oversight of the THD Paid Care program operations and annual budget for the benefit of eligible recipients

Responsibilities, directly or through Division Managers include:

  • Serve as the THD representative with CSKT on IHS findings and Self-governance compacting.
  • Develop and implement systems, policies and procedures related to general finance and administrative functions consistent with CSKT and Department practices and policies.
  • Responsible for the fiscal planning, budgeting and management of operations in accordance with fiscal parameters.
  • Analyzes a variety of financial information for the purpose of providing direction and support, making recommendations, maximizing use of funds, ensuring overall operations are within budget.
  • Responsibilities include working independently under broad organizational policies to achieve organizational objectives, supervising the use of funds for multiple divisions, sources.
  • Manage the preparation and review of monthly financial reports for CSKT, THD Department Head and Division Directors and Managers.
  • Ensure timely reconciliation to source and maintain financial controls for assigned areas.
  • Ensure the development of THD division budgets and accountability measures for division managers.
  • Responsible for accounting functions, financial reporting, budgeting, forecasting and monitoring revenue and expenditures for the department.
  • Plans, directs, and manages the administrative and financial reporting activities of the department
  • Manages assigned program and departmental responsibilities for the purpose of achieving organizational objectives and ensuring compliance with legal, financial and organizational requirements.
  • Act in the THD Directors place as requested at meetings, conferences and other events and activities and in the Directors absence.
  • Analyzes records and reports to identify fiscal accountability and provide recommendations for solutions to identified issues.
  • Supervises complex health services billing and collections from Medicare, Medicaid, private insurance and other payor sources.
  • Review revenue cycle metrics to identify and address issues including timely collection of accounts receivables, manage AR days and reduce denials.
  • Prepares narrative or statistical, or financial reports for division activity for management review.
  • Maintain with easy accessibility all THD employee, service and project contracts and grants, P.L.93-638 contracts, compacts and amendments in one centralized location.
  • Develop and implement monthly reconciliation between THD and CSKT on all 3rd party collections.  Provides a monthly report to THD Department Head.
  • Responsible for coordinating all the functions and activities related to patient access in the department including, but not limited to, front end customer service, accurate patient registration in the approved organization electronic scheduling and billing systems, onsite insurance verification, counseling, and education.
  • When using THD Paid Care funds, creates authorizations for care which are completed in an accurate, timely manner, ensuring patients are eligible for services through patient registration eligibility review
  • Responsible for the fiscal planning, budgeting and management of operations in Tribal Health Paid Care Program.  Includes ensuring high cost cases are flagged for both (1) medical input and management and (2) alternate resources including CHEF.

MINIMUM RECRUITING QUALIFICATIONS AS REFLECTED ON TRIBAL EMPLOYMENT APPLICATION:

  • Bachelor’s Degree in healthcare, business administration or another relevant field
  • a minimum of ten (10) years operations and management experience
  • a minimum of five (5) years of management level experience in a health care field required.
  • Five (5) years of general medical office billing and collections experience preferred
  • or any relevant combination of education and experience totaling fifteen (15) years.
  • Must have valid Montana State driver's license.

SUBMIT:

  2. Copy of academic transcripts, certifications, etc.
  3. Copy of driver’s license.
  4. Proof of enrollment from a federally recognized Tribe if not from CSKT.
  5. If claiming veteran’s preference, a copy of the DD214 must be submitted.
