CSKT 2021 ARP Economic Relief Payment

What is the CSKT 2021 ARP Economic Relief Payment?

In May 2021, CSKT received funds under the American Rescue Plan (ARP) Act passed by Congress in 2021. In preliminary discussion of priorities for expending the $38.9 million received under the ARP, Tribal Council’s highest ranking priority was Economic Relief for Tribal members.

On June 22, 2021, Council approved a $2,000 payment to each eligible CSKT member beginning July 16, 2021.

 

Who is eligible to receive the 2021 ARP Economic Relief Payment?

All persons who meet all of the following requirements are eligible to receive the 2021 ARP Economic Relief Payment:

  • Enrolled member of CSKT when the resolution passed June 29

And

  • Living at the time the Payment is processed

 

What is the amount of the 2021 ARP Economic Relief Payment?

Each enrolled CSKT member is eligible to receive $2,000. CSKT set this amount pursuant to the U.S. Treasury Department’s guidance on American Rescue Plan funding eligible uses. That guidance referenced the federal government’s payments to individuals in late 2020 and early 2021, which totaled $2,000 for eligible recipients.

 

How will CSKT process the 2021 ARP Economic Relief Payment?

In July, enrolled CSKT members will receive a letter in the mail informing them of the 2021 ARP Economic Relief Payment. There is no application. The Payment will be processed the same way as you currently receive your Per Capita payments.

 

When will CSKT process the 2021 ARP Economic Relief Payments?

Payments will be processed on July 16, 2021. 

  • NO PAYMENTS WILL BE HELD BY OR DISTRIBUTED AT THE CSKT OFFICES. ALL PAYMENTS WILL BE BY DIRECT DEPOSIT, OR BY CHECKS THAT WILL BE SENT BY STANDARD MAIL.

 

How will minor children receive the 2021 ARP Economic Relief Payment?

Each minor child will receive the Payment by the adult parent, guardian, or other designated payee on record in the CSKT Enrollment Office.

It is the responsibility of each parent, guardian, or other payee of record to make sure the correct payee designation for their minor child(ren) is on record in the CSKT Enrollment Office.

 

How do I sign up for direct deposit for the 2021 ARP Economic Relief Payment?

To start or change direct deposit that will apply to future per capita payments AND to this payment, please go to www.cskt.org and complete the Direct Deposit Form.  You may also contact CSKT Enrollment (406-675-2700 extension 1014, 1033, or 1351) and request a form be mailed to you, or you may obtain the form at the office in Pablo, MT.

 

I moved after the April 2021 per capita was paid.  How do I update my per capita address?

To change your address for Enrollment and/or Per Capita, please go to www.cskt.org and complete the Enrollment/Per Capita Address Change Form.  You may also contact CSKT Enrollment (406-675-2700 extension 1014, 1033, or 1351) and request a form be mailed to you, or you may obtain the form at the office in Pablo, MT.

 

My grandchildren have lived with me for the past year, but I’m not the payee for their per capita payments.  How can I receive the 2021 ARP Economic Relief Payment in their behalf?

Minor children’s payments may only be paid to the parent, guardian, or other designated payee of record in the CSKT Enrollment Office.

 

My family has several minor enrolled foster children.  Are they eligible to receive the 2021 ARP Economic Relief Payment?

Yes, and the Payment will be disbursed to the appropriate agency in their behalf.  Foster children’s payments will be under the supervision of CSKT Social Services.

 

Are persons in nursing homes or other care institutions eligible for the 2021 ARP Economic Relief Payment?

Yes, and the Payment will be disbursed to the appropriate agency or designated payee in their behalf.

 

Are persons who are incarcerated eligible for the 2021 ARP Economic Relief Payment?

Yes, and the Payment will be disbursed to the institution or designated payee in their behalf.

 

Will any portion of the 2021 ARP Economic Relief Payment be subject to deductions such as for back child support or delinquent financial accounts?

No. The ARP Economic Relief Payment is based on economic need and is not subject to withholding that may be ordered by any court or other entity.

 

My household receives TANF and SNAP benefits.  Will my benefits be reduced by the 2021 ARP Economic Relief Payment?

No. The ARP Economic Relief Payment is non-taxable under the Tribal General Welfare Exclusion Act of 2014, and is not income.

 

I don’t want to receive the 2021 ARP Economic Relief Payment. Will this affect my eligibility for future benefits disbursed by CSKT?

You may notify CSKT in writing if you do not want to receive the Payment.   Choosing to not receive the Payment will not affect future per capita payments or any other benefits for which you may be eligible.

 

I did not cash my Payment check within the 90 days it was issued. Can it be reissued?

Yes. Contact the CSKT Accounting Office (406-675-2700 extension 1213) to receive instructions for re-issuance of the Payment.

 

If a person passes away before July 16, 2021, will they be eligible to receive the 2021 ARP Economic Relief Payment?

No.  Tribal members must be living on the date that the payment is processed.
